Hong Kong PhD Fellowship Scheme
The Hong Kong PhD Fellowship Scheme is the Research Grants Council of Hong Kong's award for new doctoral students at the city's eight publicly funded universities. Set up in 2009 to draw strong students from around the world, it pays a stipend of 344,400 Hong Kong dollars a year and a travel allowance of 14,400 Hong Kong dollars a year for up to three years. The 2027/28 round, its eighteenth, will award 400 fellowships, and it is open to applicants of any nationality and any field.

How to apply
Make one initial application on the RGC's HKPFS system to get a reference number, choosing up to two programmes in order of priority. Then apply to those universities by their deadline (1 December 2026 at all eight), quoting the number; universities nominate candidates to the RGC, and results come by May.
What the fellowship pays
Each fellow receives an annual stipend of 344,400 Hong Kong dollars, about 44,150 US dollars, and an allowance of 14,400 Hong Kong dollars a year, about 1,840 US dollars, for conference and research-related travel. Both run for up to three years. Universities may add support for fellows who need longer to finish.
The fellowship is tied to one university. A fellow must stay registered as a full-time PhD student at the university named in the RGC offer letter, and the fellowship ends if they leave it. Tuition is a separate matter: since 2018/19 the government has waived tuition for local students in UGC-funded research programmes, and the universities apply the waiver automatically.
The eight universities
Fellows study at one of the eight UGC-funded universities: City University of Hong Kong, Hong Kong Baptist University, Lingnan University, The Chinese University of Hong Kong, The Education University of Hong Kong, The Hong Kong Polytechnic University, The Hong Kong University of Science and Technology and The University of Hong Kong.
Each university sets the entry requirements for its own PhD programmes, runs its own admission and usually interviews applicants. Questions about programmes, admission and university fees go to the universities, and questions about the fellowship itself go to the RGC.
Who can apply
The scheme is open to anyone seeking admission as a new full-time PhD student at one of the eight universities, whatever their country of origin, work experience or ethnic background. Someone already doing a PhD may apply for a new programme, though the selection panel decides whether their earlier doctoral experience should be discounted to keep the field level.
Applicants from universities that did not teach in English must attach TOEFL or IELTS results to their university applications unless they can show that every course was taught in English; each university sets its own score requirements. Universities may make conditional offers to strong candidates whose final transcripts are not yet available.
Two applications, one reference number
Applying takes two steps. First, the applicant makes a single initial application to the RGC through the scheme's electronic system, choosing up to two programmes at one or two universities in order of priority, and receives an HKPFS reference number. Second, the applicant applies to each chosen university in the usual way, quoting that number.
A university that receives an application without the reference number treats it as an ordinary PhD application, and an initial application that is not followed by a full university application is void. The RGC cross-checks the two, so the details must match.
How selection works
- Initial application to the RGC. Submitted online between 1 September and 1 December 2026, 12:00 noon Hong Kong time, in English, with up to two programme choices in order of priority. The RGC charges no fee.
- University applications. Full applications go to the chosen universities, quoting the reference number, by 1 December 2026 at 11:59 pm Hong Kong time for all eight. Referees are named at this stage, and universities may charge their own fees.
- University assessment and nomination. Each university assesses its applicants, usually with an interview, and nominates its chosen candidates to the RGC. If two universities nominate the same person, the RGC processes only the nomination from the one ranked first.
- Selection panels. Shortlisted nominees are reviewed by one of two panels: Sciences, Medicine, Engineering and Technology, or Humanities, Social Sciences and Business Studies. Academic excellence comes first, weighed with research ability and potential, communication and interpersonal skills, and leadership.
- Results. Results are announced by May 2027. The RGC notifies successful applicants by email and letter, its decision is final, and it gives no feedback.
Questions
Can international students apply?
Yes. The scheme is open whatever your country of origin, work experience or ethnic background.
How many universities can I apply to?
Up to two programmes in total, at one or two universities, ranked in order of priority.
Is there an application fee?
Not for the RGC's part. Universities may charge their own application fees.
Do I need referees for the initial application?
No. Referee details are asked for by the universities in the full application.
I am already a PhD student. Can I apply?
Yes, if you are applying to a new PhD programme as a new full-time student, though the panel may discount your earlier doctoral experience.
What if I am not selected?
The university may still admit you and offer a regular postgraduate studentship or other funding.
Can I start later?
Fellows normally register between July and September. A deferral to 31 January of the following year at the latest needs good reasons and RGC approval.
Will I get feedback?
No. The RGC's decision is final and it does not give feedback to individual applicants.
